We are pleased to introduce Maurice L. Sarr.
A Senegal native and accomplished philosopher by initial training, Maurice Lucas Sarr is an expert in policy analysis, development economics, business development strategy, high-stake negotiations with multiple stakeholders, public-private partnerships for infrastructure projects, political risk insurance, and international risk mitigation strategies. His experience spans over 25+ years across Europe, America, and Africa.
Passionate about transforming the African economies, Maurice has co-founded in 2014 Stands Development, a public policy and business strategy advisory firm based in Bamako (Mali) and Dakar (Senegal) where he currently helps, as a partner, public authorities and international organizations in ECOWAS solve critical policy issues and build private sector development programs and public-private partnerships, and private companies of any size grow, transform and/or expand internationally. Alongside his activities at Stands, Maurice has been carrying out collaborative missions with Performances Group since 2018, as an expert for strategy & conceptual studies. Between 2021 and 2022, he led the market entry strategy and regional business development of AMI-African Management Institute in ECOWAS while serving as their regional representative for francophone West Africa, and successfully launched the company’s local operations in Senegal and the region. Prior to relocating to Senegal, Maurice has, for over 12 years helped implement 300+ infrastructure contracts and investments in the emerging countries, as a broker in the highly specialized class of political risk insurance and the head of sales & business development of Platus in Paris (France). Before joining Platus, he was a business development consultant in the first Paris office of MIGA, the political risk guarantee agency of the World Bank.
From his early years in teaching, Maurice has retained a strong interest and is very active in education, training, mentoring, and overall experience sharing. He's a ‘Professeur Agrégé’ at the Ministre de l’Éducation Nationale et de la Jeunesse and passed the Agrégation in Philosophy at the Université Jean Moulin Lyon III. He also has a Specialized Master's in International Risk Management from HEC Paris. and an Executive Master of Public Administration (EMPA) and a Certificate of Advanced Studies (CAS) from the Maxwell School of Citizenship and Public Affairs of Syracuse University.
Maurice is married and currently lives in Dakar, Senegal with his family. Fun facts, he is an all-sports passionate, a karate practitioner and a lifelong choirmaster in France and Senegal.
